An innovative approach improved performance and streamlined oversight

Marshall University has long been a pioneer. In 2009, it became the first U.S. institution to open a recreation center funded through a public-private partnership (P3). Fifteen years later, Marshall again led the way by becoming the first CENTERS client to bundle management services by adding its historic Henderson Center Pool, originally built in the 1960s, to the existing recreation center contract. 

Bundling or consolidating the management of multiple assets under a single provider enables institutions to leverage shared resources, streamline operations, and enhance service quality.

The campus recreation center already included a pool, giving university leadership years of experience with CENTERS’ aquatic management. When the need arose to improve operations at Henderson Center Pool, the decision to expand CENTERS’ role was clear.

  • No increase in full-time staffing headcount 

Client Spotlight: Marshall’s Success Story 

Henderson Center Pool serves both Marshall’s Division I swim and dive program and all county-level swim teams. As a high-demand, multi-use space required careful coordination and consistent oversight. 

Previously, the recreation center and Henderson Pool were managed separately, leading to service gaps and missed opportunities. When CENTERS took over management of Henderson, the transition was swift. Leveraging existing systems, vendor relationships, and protocols, CENTERS quickly brought the facility up to standard. 

The first step was a short shutdown for deep cleaning, hazard removal, and space reorganization. Next, the usage schedule was restructured to prioritize Marshall’s athletic programs, followed by high school and community use. Access control was modernized as keys were replaced with swipe access and lifeguard staffing was standardized, including new requirements for certification and supervision. 

Capital investments followed: new lifeguard stands, vacuums, and other equipment improved both safety and presentation. Importantly, no new full-time staff were added. Instead, CENTERS restructured its team to cover both facilities, increasing part-time lifeguard headcount to meet demand.

The results were immediate:

  • Consistent staffing and scheduling 
  • Clear accountability for all stakeholders 

Marshall gained peace of mind across departments, including the contract holder, facilities, food service, and public safety teams involved in event operations. The university also saw a $40,000 increase in revenue, with no additional full-time hires. A portion of existing staff salaries was reallocated through the Henderson budget. 

Notably, the recreation center operates under a P3 model, while Henderson Pool is state-funded. Despite the differing funding models, CENTERS managed both seamlessly, demonstrating flexibility and financial stewardship while increasing rental revenue on the university’s behalf.
